no war with a democracy

I dont know if I have mentioned this before But i once again listened to an old interview with a former US diplomat who made a rather interesting comment,that being, that no functioning democracies have ever gone to war with each other.
Now i have been scratching my head but I certainly cant find any,maybe you guys wiill have better luck.
